Meriton Group is in the final stages of rezoning its mega 4-hectare plus site at 118 – 130 Epsom Road and 905 South Dowling Street in Zetland.
With the site being about 1km southeast of the Green Square Town Centre, it is one of the last and largest undeveloped sites within the Epsom Park neighbourhood. Meriton’s seeks a redistribution of height on the site, with additional height in some locations balanced with areas of height reduction.
Currently, the site’s maximum building height is 45 metres and its FSR 2.2:1. Meriton proposed amendment to Sydney’s LEP will enable the redevelopment of the site under ‘alternative controls’ for a mixed-use development, comprising residential, commercial and retail uses. Alternative building heights up to 90 metres are proposed.
The rationale behind this rezoning is that the current building height of 45 metres is not capable of accommodating the permitted FSR and does not represent the most suitable response to the character of the locality and surrounding built forms.
With the site being close to established transport infrastructure, Meriton’s site represents a unique opportunity to deliver a high-quality urban block with a suite of public benefits that will not be realised if the current planning controls are retained. Buildings will sit up to 23 storeys and include a mix of housing typologies, including low-rise townhouses and medium-to-high rise mixed-use structures.

A planning agreement has been negotiated by Meriton and the City of Sydney, which seeks to provide monetary contributions at the rate of $475/m2 and provide circa 3,700 sqm of non-residential gross floor area to ensure there is genuine provision of retail, childcare and other non-residential services.
By way of context, the site formerly operated as the Suttons car dealership. It currently contains a mix of non-residential buildings, which are reaching the end of their economic life. The site is situated within the Green Square urban renewal precinct, which seeks to deliver a shift from former industrial uses to a mixed-use precinct with residential and commercial uses, improving public and active (walking and cycling) transport, sustainability and liveability. The projected population of the urban renewal area is between 60,000 to 70,000 people living in the area at build out.
Immediately adjoining the site to the west is 106 – 116 Epsom Road, owned by Deicorp, which has an approval for a mixed-use development comprising over 550 apartments. Further to the west is 94 – 104 Epsom Road, owned by Meriton, which is under construction for 3 x mixed-use buildings up to 14 storeys.
