Woolworths hold sod-turning ceremony in North Rocks

A retail hub for North Rocks / North Parramatta has reached a milestone with construction kicking off on the $30 million centre at 1 Windsor Road.

The centre will house a full-line Woolworths supermarket, BWS bottle shop, six speciality tenancies, including World Gym and five eateries with an undercover dining area.

Sitting on the former 2.52-hectare Bunnings site, the site is zoned E3 Productivity Support (previously B6 Enterprise Corridor), which does not permit ‘retail premises’.

With Bunnings vacating the site and relocating to the former Masters centre down the road, Woolworths took a lease over this site and lodged a planning proposal seeking to permit ‘retail premises’ in the former of a supermarket and liquor shop. This proposal was endorsed by Parramatta Council and signed off by the NSW Planning Department.

Planning authorities did raise major traffic concerns, given the bulk of the traffic from James Ruse Drive and Windsor Road will hit the already congested North Rocks Road.

As a solution, a voluntary planning agreement was negotiated between Woolworths and Parramatta Council. Woolworths will construct a lightweight steel bridge structure 3-metres wide to provide future pedestrian access to the centre from North Rocks Road. In addition, Woolworths will also pay Council $500k as a contribution to the future footpath connections.

The site enjoys a high-profile location with significant exposure to passing traffic.

The defined main trade area largely falls within a 2km – 3km radius of the site, which is consistent with most full-line supermarkets in established residential areas. There is a substantial net community benefit from this proposal, including improvement in the range of retail facilities available to residents and choice of location.
