What is the strategic intent of rural lands in Liverpool LGA?

Liverpool Council is considering its rural land strategy, which includes the strategic intent and long-term vision for land in Denham Court, Austral, Rossmore, Silverdale and Wallacia. The strategy aims to guide the retention, improvement, rezoning and development of this rural land.

The rural lands of Liverpool have been progressively rezoned for urban purposes over the last 50 years. Former rural localities such as Prestons, Casula and Hoxton Park have been developed into residential suburbs.

Other localities such as Austral, Leppington and Edmondson Park are in the midst of transitioning from rural to urban land, while Rossmore, Kemps Creek, Badgerys Creek and Bringelly are due to undergo extensive urbanisation in support of the new airport.

The encroachment of urban development towards the western fringes of the LGA have resulted in:

  • abandoned enterprises prior to rezoning,
  • a noticeable transition from commercial scale agriculture to sub-commercial or hobby farming,
  • a decline in standards of land management, and
  • increased land use conflicts on the borders of urban and rural land.

Denham Court is primarily zoned R5 Large Lot Residential and RU2 Rural Landscape. Small portions of the suburb are zoned for environmental conservation purposes.

The vision for Denham Court is to maintain its existing character with further fragmentation of larger lots being discouraged and scenic qualities being protected.

Any development along Fox Valley Road, Camden Valley Way and the upper regions of Denham Court should be designed to retain view corridors to the Sydney metro basin and scenic hills to the south of Denham Court. The urban zoned land in Leppington will be redeveloped into residential housing estates and for commercial purposes but the landscaped backdrop this area provides from Bringelly Road should not be undermined.

Rossmore is primarily zoned RU4 Primary Production, with most lots being between 20,000 – 100,000 square metres. The vision for Rossmore is to maintain the existing character until land is rezoned as part of the new airport precinct plan. Landowners are encouraged to maintain farmland.

Speculative land investment on Dwyer Road is to be suppressed by identifying agriculture and large-lot residential as the primary land uses in the locality.

The vision for western rural lands, including Silverdale, Greendale, Wallacia and Luddenham, is to maintain the rural land uses to be the prime agricultural land within the locality after Rossmore and Kemps Creek are rezoned entirely.
