Westmead’s new integrated mental health complex

The public’s feedback is being sought by the NSW Department of Planning and Environment on Health Infrastructure NSW’s application for an integrated mental health complex in Westmead’s health precinct.

With a proposed gross floor area of 38,000 square metres across 10-levels, the objective of the proposal is to deliver much-needed mental health services to the western Sydney community.

Cumberland Hospital – an existing mental health facility – will be replaced by the new integrated mental health clinic.

Existing on the site is the brain injury rehabilitation unit building, Casurina lodge and office buildings.

Health Infrastructure has sought an exemption to levies imposed by Council under section 1.3 of the City of Parramatta (Outside CBD) Contributions Plan.

Health Infrastructure’s exemption request is supported by Planning Circular D6. Circular D6 sets out the circumstances in which it is appropriate for a council to seek the approval of the applicant or the Minister to impose conditions of consent. It sets out that where a council intends to levy contributions on Crown development, those contributions must be justified and consideration must be given to the Crown’s role in providing a community service.

Billard Leece Architects prepared the non-statutory Westmead Health Core Masterplan for the precinct. Masterplans establish a series of design principles and a structure plan to guide future development.

Westmead’s health service facilities are presently undergoing major renewal and expansion. This includes:

  • Central Acute Services Building – new children’s emergency department, short-stay unit, additional operating theatres and shared medical imaging services.
  • Multi-storey carpark, providing 997 car spaces for Westmead Children’s Hospital staff, and
  • Paediatric and services building at Westmead Children’s Hospital, providing additional surgery, inpatient and critical care services.

 

Owned by Health Administration Corporation, the precinct is one of the largest health, education, research and training precincts in Australia. It spans a huge 75-hectares and comprises 400,000 square metres of health-related facilities.
