Warrawong Plaza: Bold New Vision for 1,300 Homes

After being selected as part of the state-assessed planning proposal pilot program, Elanor Investors Group have lodged revolutionary development plans for Warrawong Plaza at 43 – 65 Cowper Street.

Originally opening in 1960, Warrawong Plaza is the third largest shopping centre in the Illawarra region and comprises a two level sub-regional centre with over 44,000 sqm of lettable area. Major retailers include Coles, Aldi, Big W and Target, as well as a new Woolworths supermarket to be developed on the eastern edge of the site.

The intended outcome of the rezoning is to deliver a high-quality mixed-use precinct comprising housing, retail services and employment land uses. Elanor is aiming to improve the site’s height limit from 24 metres to 78 metres to facilitate 1,300 dwellings on the site. Additional planning parameters will be established for the redevelopment, including establishing a minimum of 50,000 sqm of floor area for non-residential uses to ensure the existing retail is maintained to meet the needs of the community.

Warrawong Plaza sits on over 77,000 sqm of land

Additional dwellings on the site will grow the Warrawong population and encourage increased patronage and new businesses within a reactivated town centre. The increased building height not only allows for the efficient distribution and consolidation of residential floorspace throughout the site, facilitating feasible and practical staged development, but also unlocks significantly enhanced non-residential and ground plane outcomes to benefit the whole community. This will result in a new ‘Green Hart’ that is at least 3,000 sqm in area.

To be eligible for the state-assessed planning pathway, projects had to meet the following criteria:

  • Not in the planning system: The project cannot be the subject of an active planning proposal lodged in the system
  • Readiness to lodge: The proponent must formally lodge the proposal with the department within 2 months of being notified that the project was approved to proceed as a state-assessed proposal
  • Minimum dwelling threshold: The project must deliver at least 1,000 residential dwellings in metropolitan NSW
