Urban renewal: Meriton Group remains bullish on Sydney’s Inner South market

Meriton Group has lodged a planning proposal concurrently with a Stage 1 Concept DA to amend the Sydney Local Environmental Plan for its 4 hectare plus site at 118 – 130 Epsom Road and 905 South Dowling Street in Zetland. 

Specifically, it is proposed to change the building heights on the site to a range of 18 metres – 85 metres, with no other planning control changes sought.

According to planning documents, the current building heights applying to the site are not capable of accommodating the permitted floor space ratio and do not represent the most suitable response to the character of the locality and surrounding built forms and public domain.

Being well-located within a B4 Mixed-Use zone and in close proximity to established transport, services and a variety of infrastructure and facilities, Meriton’s site represents a unique opportunity to deliver a high-quality urban block and deliver a suite of public benefits that will not be realised if the current planning controls are retained.

At the initial pre-lodgement meeting with the City of Sydney’s strategic planning unit in early 2022, Council seemed generally supportive of the proposal.

The proposed buildings will range from 1 – 23 storeys and include the provision of low-rise townhouses and medium-to-high density mixed-use structures. 

Meriton’s proposed building heights on the site 

The envelope is capable of accommodating the bonus floor space ratio provided for under clause 6.14 and 6.21D of the Sydney LEP, as the development will deliver public open spaces which are defined as ‘Green Square Community Infrastructure’ and also involve future competitive design processes.

Alongside the Stage 1 DA is a voluntary planning agreement, which seeks to provide a monetary contribution at the rate of $475/sqm for the community infrastructure bonus as it applies to the site. The planning agreement will also provide land and works credit for public domain spaces, including new and altered roadways, open spaces and extensions to easements.

Strategic context

Zetland is part of the Green Square urban renewal precinct.

Anticipated to deliver 30,000 new homes by 2030, Green Square urban renewal and its associated suburbs is one of the largest urban renewal projects in Australia.

The renewal of these areas seeks to deliver a shift from former industrial uses to mixed use precincts with residential and commercial uses, improving public and active transport, sustainability and liveability.

To the north of the subject site and on the opposite side of Zetland Avenue are a mixture of undeveloped and recently developed mixed-use buildings.
