The Hills Shire: Function hall and commercial office complex awaits Bella Vista

The Hills Shire Council are receivers of a mixed-use commercial office development at 12 Norbrik Drive in Bella Vista.

With a capital investment value in excess of $42 million, consent has been sought for design, construction and use of a 7-storey mixed-use commercial development with a maximum height of RL 116 metres, comprising a function hall on levels 1 and 2, four-storeys of commercial office space on levels 3 – 6 and a rooftop terrace as a functional hall and bar.

The integration of the function hall is a compatible use that will ensure the office complex remains activated after business hours.

Sitting on 7998sqm of B7 Business Park zoned land with a 2:1 FSR, the site comprises an irregular shaped allotment with a frontage to Norbrik Drive of about 30 metres.

As the development will exceed 25 metres in height, the proposal must exhibit design excellence under clause 7.7 of The Hills Local Environmental Plan. Concurrence from the Planning Secretary is also required by virtue of clause 7.20.

The proposal will complement the transformation of the Circa Commercial Precinct by creating an attractive campus-style commercial office building, which caters for the contemporary needs of future office workers and the broader community.

 

Driven by the growth emerging from the Sydney Metro Northwest, the development will provide employment opportunities, as well as a premise for holding various events, servicing the needs of the immediate residents located east, south and west of the site. 

Circa Commercial Precinct and surrounds

Strategic planning context 

The site forms part of a planning proposal initiated by Mulpha, which was finalised in 2021 for the Circa Commercial Precinct.

Mulpha’s planning proposal sought to enable high density commercial development to increase employment opportunities and facilitated the following amendments to The Hills Local Environmental Plan:

·        increase the maximum floor space ratio from part 1:1 and part 1.49:1 to part 1.2:1, part 2:1 and part 3:1,

·        increase the maximum building height from RL 108 and part RL 116 to RL 103, part RL 116 and part RL 140, and

·        rezone a portion of the land from B7 Business Park to RE1 Public Recreation (which land is dedicated to Council via a voluntary planning agreement).

The site surrounds are emerging into high-density commercial development, as intended by the Circa Commercial Precinct. What is planned for the precinct is a maximum achievable yield of over 583,000sqm of commercial floor space, resulting in about 19,453 jobs.

 

The area within the Circa Commercial Precinct is well-advanced in its transition from an older style commercial precinct into a thriving mixed-use area incorporating a mix of commercial and residential land uses.
