Sydney Uni’s Forest Lodge rezoning request

University of Sydney has made a rezoning request for 2A and 2 – 8 Arundel Street and 6 – 12 Parramatta Road in Forest Lodge. 

The site is surplus to Sydney Uni’s requirements and without rezoning, the site would be limited to educational use. The purpose of the planning proposal is to allow non-university uses on the site by rezoning 2A – 8 Arundel Street and 6 – 12 Parramatta Road to R1 General Residential and 2 Arundel Street to MU1 Mixed-Use. 

The rezoning to R1 (i.e. the terrace properties) is consistent with the surrounding area’s residential use and character, as well as the existing development being a number of previously residential terrace houses. Rezoning of 2 Arundel Street (i.e. office building) to mixed-use is also consistent with the existing use of the building. 

The proposal does not seek to change the controls on the site, including the 12-metre height limit and mixed FSR controls of 1.25 – 1.5:1. The properties are located within the Hereford and Forest Lodge Heritage Conservation but are not identified as heritage items. 

The sites the subject of Sydney Uni’s rezoning request

Located in Forest Lodge, the area north of the site is predominately residential and development is characterised by typical Victorian one and two-storey terrace houses. The area south of the site is the University’s campus. 

The proposal is considered to possess minor strategic merit. The properties are outside the City Fringe and the Eastern Creative Precinct, and are not specifically identified for either housing or jobs growth. 

However, the proposal would allow the properties to maintain their current uses as a mix of housing and office premises but without the requirement to be linked to an educational establishment. The rezoning to mixed-use will also be consistent with the existing University office use already existing on the site, as well as complement the office use of the 4-storey Margaret Telfer building opposite the site. 

Without appropriate rezoning, these properties cannot be accessed and used by the private sector residential or commercial market. 

It is expected the LEP will be made at the start of 2024.
