Kellyville and Bella Vista have been identified as accelerated precincts under the NSW government’s transport-oriented development program.
As part of the program, the planning department have reviewed the planning controls in Kellyville and Bella Vista to determine areas of the precincts suitable to support 20,700 new homes, including a mandatory affordable housing contribution of between 3 – 8 percent for all new residential development. This will result in between 620 – 1650 affordable homes in perpetuity, managed by a registered community housing provider.
Additional housing opportunities are focussed within the immediate vicinity of the Metro stations, where people will be able to live within walking distance of supermarkets, restaurants and open space, as well as good public transport to get them where they need to go.
Areas not recommended for accelerated rezoning include:

Sites in Kellyville will see their height limits increase from 10 metres to 29, 67.5 and 99.5 metres. This includes land north of Samantha Riley Drive, land immediately south of Kellyville metro and land adjoining Memorial Avenue.
Sites in Bella Vista will benefit from an increase in height from 10 metres to 99.5 metres as well. This includes land north of Bella Vista metro, land along Old Windsor Road and land east of Elizabeth Macarthur Creek.
Glenwood and Stanhope Gardens will also evolve to include apartment buildings, carefully master planned around open spaces. Buildings up to 8 storeys with 4-storey podiums will transition to existing development.
