State-Assessed Planning Pathway: Kanwal Oasis Caravan Park

The NSW Government initiated the state-assessed planning pathways program in 2022 to deliver a strategic approach to land use planning in areas with high potential for meeting NSW growth targets and maximising community benefit.

Being the largest remaining consolidated site within Kanwal, ‘Oasis Caravan Park’ was selected by the NSW Government for accelerated rezoning. For context, the site has a total land area of 53,910 sqm and is located at 205 Wallarah Road in Kanwal. The site has been operating as a caravan park since the 1960s, providing a mix of long-term and short-term occupants.

With the site already being zoned residential with apartment buildings and shop top housing permitted, the intent of the rezoning proposal is to enable intensified urban and commercial development, including high-density apartment buildings and lower buildings fronting Wallarah Road. In particular, the proponent seeks the following amended planning framework:

  • 12, 18 and 42 metre height limits,
  • 0.5:1 and 1.35:1 floor space ratio controls, and
  • the application of an additional provision to supply 15% affordable housing for at least 10 years.

 

The affordable housing provision will assist with improving the supply of rental housing for low-to-moderate income earners and key workers in the Central Coast region.

Site Context Map

If approved by the department, the landholding will accommodate over 71,000 sqm of residential floor area, including 15% affordable housing and 30% independent living units for seniors. This will result in 7 x buildings with over 675 apartments, including 93 x 1-bedroom units, 510 x 2-bedroom units and 72 x 3-bedroom units. 1,000 sqm of commercial floor area is also proposed to provide retail amenities to the local community.

Strategically, the site is 800 metres from the emerging strategic centre of Lake Haven, which has been identified in the Central Coast Local Strategic Planning Statement. Under this strategic planning document, densities are to be concentrated within 800 metres of planned centres and key transit routes.

The rezoning meets the local demand for residential land located around the establishing areas of Kanwal and immediate adjoining suburbs. This in turn decreases the pressure on prime environmental, agricultural or otherwise constrained land located further away from local centres for rezoning and subdivision.
