On public exhibition is Stockland’s planning proposal to significantly upzone 601 Pacific Highway in St Leonards.
Existing on the 2,840 sqm site is a 14-storey commercial office building with ground and plaza level retail uses. In May 2015, North Sydney Council endorsed a strategic review of its planning framework for the St Leonards – Crows Nest area. Stockland’s site was identified as a ‘tall tower’ site and is suitable for transit-oriented development to take advantage of increased accessibility to jobs.
Accordingly, Stockland is proposing a site-specific building height control up to RL 259 and a maximum FSR of 20:1. This would result in a 41-storey commercial office tower with 56,348 sqm of gross floor area.

The indicative concept proposal envisages a commercial tower that has a slender and articulated form. The design maximises separation from adjoining development in order to allow for view sharing and minimise the effect of ‘tower crowding’. The ground floor provides activation and engagement with the public domain with clearly defined building entries.
New retail uses to Atchison Street frontage will create opportunities for outdoor / sunlit alfresco dining and other ground plane activations (such as pop-up installations). Public domain activation will complement the principal commercial office use, encourage pedestrian activity and reinforce Atchison Street as a vibrant day and night dining precinct.
