Penrith City Council owns and manages a significant portfolio of public land and properties. Sober Place Car Park is council-owned and operated, and provides at-grade carparking to serve the needs of the local community.
In recent years, Council completed a parking gap analysis for the entire Penrith CBD, which revealed the need for additional parking requirements.
To address this shortfall, Council resolved to develop an additional 1000 parking spots within Penrith CBD. There are three locations nominated to provide parking and Sober Place is one of these locations.
Approval has recently been granted to redevelop Sober Place Car Park, located at 5 – 17 Lawson Street in Penrith, into a mixed-use building that will deliver the following:

Soper Place is identified as part of Key Site 9 in the Penrith Local Environmental Plan. The LEP requires an architectural design competition for development that has a capital investment value of more than $1 million on a Key Site and for development greater than 6-storeys within the Penrith City Centre.
A design excellence competition was held in October 2019, which was unanimously won by Durbach Block Jaggera and Sue Barnsley Design
Overall, the design scheme has been influenced by Council’s vision for the city centre and to showcase a green building façade that seeks to contribute towards cooling the city.
