TOGA Central is a transformative mixed-use development aimed at revitalising the southern end of Sydney’s CBD.
Positioned at 2-8A Lee Street in Haymarket, the project seeks to leverage the site’s strategic location adjacent to Central Station. The proposal includes the refurbishment and adaptive reuse of the heritage-listed former Parcels Post building, the construction of a 45 x storey tower and the enhancement of Henry Deane Plaza.
Designed to feature about 43,000 square metres of floor area, envisioned uses encompass tourist accommodation, commercial office spaces, retail premises and public domain improvements, aiming to integrate with and complement the surrounding Tech Central innovation precinct. The integration of public spaces with commercial and cultural activities is central to the project’s design philosophy, aiming to foster a lively community hub.

By revitalising Henry Deane Plaza and integrating with the broader Tech Central precinct, TOGA Central will contribute to the urban fabric with accessible and engaging public realms.
TOGA Central emerges against the backdrop of the NSW Government’s commitment to the Tech Central vision, aimed at establishing a globally competitive innovation hub. The project site, part of the Western Gateway sub-precinct, has been identified for its strategic importance in achieiving this vision.
Declared in 2019, the Central State Significant Precinct is a strategic development area aimed at revitalising the southern end of Sydney’s CBD. This precinct, encompassing about 24 hectares, is designed to integrate world-class transport, innovative businesses and high-quality public spaces. The first stage of planning for this precinct is the Western Gateway sub-precinct, which consists of three separate sites:
