Reimagining Edgecliff: Skyward Bound, Community Grounded

An ambitious rezoning proposal aimed at redefining the architectural and social landscape of 136 – 148 New South Head Road in Edgecliff is in the final stages of planning.

With gateway determination issued in mid-2023, the site’s new planning framework will facilitate a transformative mixed-use development that is visionary in scope and grounded in community benefits. In particular, an increase in height to 46 metres is proposed, as well as a 5:1 FSR. This is a substantial increase on the site’s current building height of 14.5 metres and 1.5:1 FSR.

The proposal is based on a concept development scheme that features the following:

  • 12 x storey mixed commercial and apartment complex with a rooftop terrace,
  • 41 x apartments with mixed sizes,
  • retention of the existing heritage item at 138 New South Head Road, and
  • total of 8,723 sqm of floor space, comprising 5,872 sqm of residential space and 2,851 sqm of commercial space.

The height is considered by Woollahra Council to be similar to the Eastpoint development (where the bus interchange is situated) on the opposite side of New South Head Road. The complex will be lower than the proposed 14 – 26 x storeys for the southern side of New South Head Road under the draft Edgecliff Commercial Centre Planning and Urban Design Strategy, as well as the 31 x storey building known as ‘Ranelagh’ directly north of the site.

The existing streetscape of New South Head Road features inconsistent typologies, fragmented built scales and low pedestrian amenity. Development of 136 – 148 will provide an opportunity to enhance the consistency of built form along the northern side of New South Head Road. A coherent and consistent alignment of building’s would benefit the streetscape, whilst remaining sympathetic to the adjoining development.

With the site closely located to Edgecliff Station, the project emphasises a development strategy that leverages public transport connectivity to promote sustainable urban growth and reduce reliability on private vehicles. Strategically, this aligns with the NSW Government’s transport-oriented program.

Historically, the proponent initially had a meeting with Woollahra Council for an 18 x storey development but this was not supported.
