Telopea Concept Plan Area is 13.4-hectares and comprises 99 individual allotments. It accommodates 486 social housing dwellings across a mix of single dwellings, townhouses and 3-9-storey residential flat buildings, as well as various community facilities.
The redevelopment of Telopea is part of the NSW Communities Plus program, which seeks to deliver new communities where social housing blends with private and affordable housing with good access to transport, employment, improved community facilities and open space. Communities Plus is a government program which will facilitate non-government and private sector partnerships to develop properties owned by Land and Housing Corporation.
The precinct is divided into two stages:
Stage 1 – Rezoning of land within the masterplan area prepared and consulted upon by LAHC in partnership with Parramatta Council.
Stage 2 – Investigation of opportunities for rezoning in other parts of the precinct.

Within Stage 1, there are around 1400 existing dwellings with 45% of the stock owned by LAHC. Accordingly, a staged State significant DA has been lodged by Frasers in partnership with LAHC for:
The first stage of the works are to be delivered adjacent to the Parramatta Light Rail station and will include a new arrival plaza, 5 x apartment complexes between 4 and 14-storeys high. It will accommodate 443 dwellings.
The 740 social housing dwellings will be in the form of community housing and managed by Hume Community Housing. Affordable housing will comprise 256 dwellings, which will cost less than 30% of gross household income. 3704 private dwellings make up the balance of the project.
Parramatta Council and LAHC have worked incredibly closely to develop the masterplan for Telopea. One key component of the plan is to allow heights up to 70 metres or 22-storeys and a new light rail stop entry plaza.
