Potts Point rezoning officially finalised

In early 2022 Harphill submitted a proposal to Sydney Council allow an additional permitted use on a key site in Potts Point.

In particular, Harphill sought an amendment to Sydney LEP to permit hotel and motel accommodation uses on the properties at 90 and 100 – 104 Brougham Street in Potts Point. Harphill has been in the process of acquiring these properties with a view to incorporate them as part of the hotel that at 92 – 98 Brougham Street.

By way of background, in December 2020, an amendment to Sydney LEP was introduced for 92 – 98 Brougham Street in Potts Point (i.e. land between 90 and 100 – 104 Brougham St) to insert hotel and motel accommodation as an additional permitted use. The proposal was supported by the following concept proposal:

  • consolidating 92 – 98 Brougham Street with the adjacent Piccadilly Hotel – a listed local heritage item at 171 – 173 Victoria Street, and neighbouring terrace house at 169 Victoria Street into a single 43 x room boutique hotel,
  • restoring and adapting the row of terraces occupying the subject site for 12 x hotel rooms and creating a central courtyard by amalgamating the rear yards of the terrace,
  • providing entry and exit for patrons and servicing via Victoria Street, and
  • providing hotel lobby and food and beverage service activating the ground floor frontage to Victoria Street as well as the courtyard.

The site and its context  

Harphill has been in the process of acquiring these properties with a view to incorporate them as part of the hotel that at 92 – 98 Brougham Street. Generally under R1 General Residential zoning, hotel and motel accommodation is a prohibited use on the subject sites.

The new Sydney LEP amendment will provide for an expanded hotel use in a highly accessible location, contributing to the City’s accommodation supply and have net positive social and economic benefits to the community. Once delivered, the development will complement the City’s Tourist Action Plan and Visitor Accommodation Plan, which aims to facilitate more visitor accommodation in the red hot Eastern Suburbs market.

The unique configuration of the existing building at 100 – 104 Brougham Street and its relationship to 92 – 98 and the Piccadilly Hotel also allow the existing built form to create an edge to the use and will result in a positive strategic response.
