Sydney planning controls officially amended to make way for a world-class CBD skyscraper

New height and FSR controls have been introduced, together with a local heritage listing, on Milligan Group’s buildings at 15 – 17 Hunter Street. 

Collectively, these amendments will unlock additional floor space to be used exclusively for employment generating land uses. 

The first stage of the redevelopment program will facilitate a world-class commercial office tower accommodating: 

  • a building height of 213.5 metres consistent with the updated Sun Access Plane for Martin Place, 
  • a maximum FSR of 24.26:1, equating to 51,150 square metres of floor area, and
  • partial retention and protection of the existing building at 15 – 17 Hunter Street via a local heritage listing under the Sydney LEP. 

 

In addition, the project will deliver significant public and city-building benefits through activation and embellishment of the public domain, creating a new laneway and fine grain texture to the city, while protecting the amenity of the existing surrounding public realm in regard to solar access and wind conditions. 

Ground floor retail tenancies will also exist, as well as a rooftop food and beverage tenancy with a sky terrace on level 49 of the tower. 

The site’s Central Sydney context 

Over the years, Milligan Group has gone to great lengths to consolidate numerous land holdings which make up the 2108 square metre site, facilitating an amalgamation of a super tower site that can deliver a project of scale and significance. 

The minimum site area for a tower cluster is 2000 square metres, which is to ensure sufficient building setbacks can be achieved. 

This complex amalgamation will enable the development of a building that maximises employment opportunities and capitalises on direct access to the Sydney Light Rail and future high-speed Sydney Metro rail network. 

With the construction of the Sydney Metro, there is a responsibility and planning expectation for the development capacity of the site to be realised in conjunction with maximised public benefits. 

Existing on the site are four buildings, varying from 4 – 15 storeys and mostly contain commercial uses with retail uses on the ground floor.
