Planning controls amended to intensify land use around key North Sydney transport infrastructure

Just last week the Minister for Planning signed off on Legacy Property’s rezoning proposal at 253 – 267 Pacific Highway in North Sydney.

Since the original submission in April 2021, the scheme has been revised a number of times to address concerns raised by Council and the design excellence panel.

The recent LEP gazettal will facilitate the site’s renewal through a density uplift to create a vibrant and sustainable mixed-use project. The outcome of the gazettal is as follows:

  • amended height controls from 10 metres to split heights of 15, 29 and 37 metres,
  • split FSR control ranging from 1.83:1 and 4.83:1, and
  • a non-residential FSR control of 1:1, which equates to about 1500 square metres of non-residential space.

 

One of Council’s concerns related to the heritage item at no. 265 Pacific Highway. Legacy will now pursue the adaptive reuse of this item to ensure the character of the area is maintained.

Strategic context of the site

With a site area of 1469 square metres and rear lane access via Church Lane, the consolidated landholding presents a unique opportunity to widen Church Lane to improve the amenity and safety of the laneway.

The project is well located within North Sydney’s Civic Precinct Planning Study area, which establishes the strategic planning framework for future development in the locality. The plan specifically identifies the site as a location for density uplift, given it is on the periphery of North Sydney’s CBD.

Strategically, Legacy will intensify the site’s land use around significant transport infrastructure and in proximity to employment nodes. The project will capitalise on existing and planned infrastructure with sustainable benefits by reducing reliance on private vehicular transportation, being located 260 metres from the Victoria Cross Metro Station and 750 metres from North Sydney Station.

This project will add to North Sydney’s ever-changing skyline.
