After multiple attempts, Fabcot, the development arm of Woolworths, has won gateway approval from the planning department for its mixed-use site at 1 – 7 Rangers Road and 50 Yeo Street in Neutral Bay. The site comprises 3 stratum lots, providing a total site area of 4,207m2.
The broad intent of the proposal is to achieve a mixed-use development outcome, including an upgraded full-line Woolworths supermarket, together with supporting retail, commercial and residential land uses. Woolworth is focussed on a new generation mixed-use exemplar development to drive a positive outcome.
Under the department’s gateway approval, new planning controls will soon to be adopted on the site, including increasing the site’s height limit from 16 metres to a mix of 26 and 31 metres. The non-residential floor space ratio will also increase from 0.5:1 to 1.8:1, consistent with the Neutral Bay Town Centre plan.

The indicative scheme will allow for nearly 16,000m2 of floor area, comprising:
372 basement parking spaces will be provided as well for all users, while a ground level public plaza and through-site link will help activate the site and provide a new civic heart and focal point for Neutral Bay.
Gateway approval follows the initial rezoning proposal lodged in May 2022, which was not supported by council. In October 2022, Fabcot pursued a rezoning review but this was also unsuccessful. This time round, Fabcot have reduced the number of storeys from 7 – 10 to 6 – 8.
