Penrith RSL’s blockbuster redevelopment

Just last week, Penrith City Council approved a major alterations and additions development application to Penrith RSL Club at 137 – 147 Lethbridge Street in Penrith.

The redevelopment will see a two-storey extension, featuring a 500-seat mixed-use auditorium for concerts and exhibitions and a function centre.

Above the function centre will be a 470-seat pub-in-club restaurant with an adjoining terrace that offers up alfresco style dining.

In addition, the remaining floor space will be used to reconfigure existing indoor and outdoor gaming facilities to allow for extra spacing between gaming machines. The Club’s interior will receive a much-needed facelift, with the walls, floors and ceilings set to undergo a modern renovation.

Zoned B4 Mixed Use, the proposal is defined as a ‘registered club’ and ‘commercial premises’, both of which are permissible land uses under the Penrith Local Environmental Plan.

Sitting on 13,500sqm of land, the site is well-located in Penrith City Centre being only 500 metres from Penrith Station.

With the RSL Club not satisfying the definitions of ‘commercial office use’ and ‘retail use’, a different contributions rate per square metre to the rate provided for in the local contributions plan was adopted for this development. That is, Penrith City Council imposed a contribution of $612,590, which is based on 3406 square metres of additional floor space. This works out to be $179/square metre in local infrastructure contributions.
