Parramatta CBD: The Epicentre of Build-to-Rent Living?

Roxy Pacific Holdings – a Singaporean real estate developer – has lodged concept plans with the planning department for a skyscraper BTR project in Sydney’s West.

The project envisioned for 33 Argyle Street represents a transformative initiative aimed at reshaping the urban landscape through the mixed-use development model.

If approved, the building envelope will be more than 28,500 square metres of gross floor area with an indicative height of 62 storeys. The site has the potential for an additional 15% height and FSR for design excellence (subject to a competitive design process), as well as an additional 5% FSR as part of the high performing building bonus and an additional 2:1 commercial FSR under Parramatta’s LEP. The recently gazetted Housing SEPP also permits a potential bonus of 30% in height and FSR.

Preliminary concept plans have been prepared by Turner Studio. One of the schemes demonstrates the potential uplift of development after utilising the various FSR and height bonuses. Numerically, this means the GFA could increase to over 36,000 square metres and the site’s building height to 80 storeys.

Turner Studio have balanced this vertical aspiration well with a thoughtful design strategy focussed on sustainability, architectural excellence and urban integration.

The detailed proposal emphasises the project’s ambition to blend residential, commercial and retail uses within a sustainable and high-quality urban design framework, aiming to contribute positively to Parramatta CBD’s ongoing development and vibrancy. This forward-thinking approach seeks to address the growing demand for diverse housing options.

The site was bought in 2018 for $40.8 million from the NSW Aboriginal Land Council. It consists of 2000 square metres of prime commercial land right next to Westfield Parramatta.
