Orchard Hills North rezoning area is about a 152-hectare area with about 101 hectares of net developable area. The precinct is bounded by elements of Kingswood Road, Castle Road and Frogmore Road.
The precinct is mainly a rural environment, with a range of agricultural activities, that is proposed to undergo development comprising housing, a neighbourhood centre and retail space. The precinct is forecast to result in 1675 dwellings to support over 5000 residents.
Penrith Council, Orchard Hills North – Area A Development Contributions Plan 2023
On 7 May 2024, The Independent Pricing and Regulatory Tribunal completed its draft report on the review of Penrith Council’s Orchard Hills North Contributions Plan 2022.
Penrith Council initially proposed to levy a contribution rate of around $130,000 for a typical house. In total, it would raise around $218 million in contributions to developers over the life of the Orchard Hills North precinct.
IPART’s draft recommendations however estimate the total cost of the plan to be around $231 million, with a contribution rate for a typical dwelling likely to be around $137,000.
With these contribution rates being exorbitant, land developers and builders will have no choice to increase the price of the lots/homes for sale to ensure the project remains feasible.
