Soil officially turned last week on the grounds of Orchard Hills North to mark the beginning of construction.
In October 2017, Legacy submitted a site nomination to Penrith Council’s Accelerated Housing Delivery Program due to the opportunity to provide short-term housing at Orchard Hills. The site is well placed to provide infill land release, given its adjacency to the existing residential development at Caddens, the availability of trunk utility services and the immediate proximity to existing transport, educational, health and community services.
Legacy amalgamated and rezoned about 150 hectares of semi-rural land to a mix of R1 General Residential, E1 Local Centre, RE1 Public Recreation and C2 Environmental Conservation. The rezoning will provide for 1729 lots with a broad mix of housing types, including large environmental 2000 sqm lots, traditional detached residential lots (primarily 300 sqm – 600 sqm) and smaller compact and attached housing lots (200 sqm) that will be designated for integrated housing.

The village centre in the middle of the precinct will provide for around 6000 – 8000 square metres of retail space supported by cycle and pedestrian links with 8.5 hectares of passive open space and 7.26 hectares of active local open space, which includes playing fields, bushland and riparian corridors.
Part of the design principles of the detailed master plan include retaining key creek lines and capitalising on the opportunity to create a central green link.
A condition of the Planning Department’s gateway approval requires Legacy to enter into a State planning agreement, which includes land required for the ultimate North-South Road corridor and a new school site, as well as monetary contributions toward off-site state intersection upgrades and a biodiversity contribution under the Cumberland Plain Conservation Plan.
