Oatlands Rezoning: From Schoolhouse to Homes

Just last week a rare 4,124m2 parcel of land at 8 Lincluden Place in Oatlands was rezoned from SP2 Infrastructure (Educational Establishment) to R2 Low Density Residential.

Historically, the site was used as a Royal Institute for the Deaf and Blind school (also known as Garfield Barwick School). The existing building onsite includes an education building, carparking and play spaces. The site is not used as a school anymore and has been vacant since its sale in 2019.

The site is located on the southern side of the intersection of Pennant Hills Road and Gollan Avenue in Oatlands. It is separated by Pennant Hills Road from several schools, including The King’s School and Tara Anglican School.

The driver for the rezoning was to provide greater flexibility for the site in terms of land use permissibility and to provide a consistent approach to the land zoning of the site with the adjoining low-density development.

Indicative Subdivision Plan

The identification of the site as SP2 Infrastructure (Educational Establishment) is not best practice when having regard to the preferred way of applying land zoning, noting the relatively small size and inconsequential historical use of the site. The R2 zone continues to permit the educational establishment use on the land, whilst enabling greater flexibility in terms of land use planning.

The rezoning will facilitate future low density residential housing, consistent with surrounding land uses. The initial proposal included an indicative layout plan outlining a future subdivision scheme to create two new residential allotments facing Gollan Avenue, in addition to reusing the existing building.

Discussions with council and the proponent suggest alternative redevelopment options, such as a rehabilitation centre, categorised as either a hospital or group home, both of which are permitted under the R2 zone. The future use and lot layout will not be confirmed until the development application stage.

A planning agreement has also been entered into between council and the proponent to either provide a monetary contribution or construct a shared pathway upgrade along Pennant Hills Road, specifically between Gollan Avenue and Glencoe Avenue.
