After receiving Council and community feedback, Oatlands Golf Club has made amendments to its controversial seniors housing development on Bettington Road in Oatlands.
The project site is located at the south-western corner of Oatlands Golf Course and will replace the existing Clubhouse and its surface parking area. The proposal is divided by a new boulevard type road into 2 x precincts.
The northern precinct comprises 4 x independent living unit apartment buildings with centrally located communal open space to the north, a new registered club located in the first 2 podiums of Building C and basement parking. This precinct will now comprise 18 x 1-bedroom units, 96 x 2-bedroom units and 13 x 3-bedroom units.
The southern precinct consists of 13 x townhouses serviced by a secondary access road and semi-publicly accessible communal open space along the southern boundary.
The revised scheme plots 140 independent living units compared to 155 under the previous scheme and reduces the tallest building from 8-storeys to 7.
The subject site and its context
The development will take up about 16,000 square metres of the 420,000 square metre, 18-hole golf course. Given the site’s land use zone is for private recreation, the club was granted a site compatibility certificate under the former State Environmental Planning Policy (Housing for Seniors or People with a Disability) 2004.
The club indicates the project will provide financial security and allow the continuation of operation into the future as a not-for-profit entity without the need to depend on gaming, corporate events and external food and beverage revenue, which has been in steady decline for the past decade.
Bettington Road – a natural barrier – was constructed to create an LGA boundary between Parramatta and The Hills Shire, as lands to the west once upon a time were part of the Hills LGA.
Oatlands House is a historic house that is surrounded by the grounds of the golf course but is located on a separate title and used independently as a function and reception centre. It has no legal relationship with Oatlands Golf Course.
