Novus on Harris BTR Project Pushes Ahead After Being Greenlit

The NSW Independent Planning Commission has approved Novus’ rental housing project in Parramatta CBD.

Designed by Rothelowman, consent has been granted for the construction and operation of a 34-storey mixed-use building at 39-43 Hassall Street in Parramatta. The skyscraper will contain:

  • 210 build-to-rent apartments on levels 3 – 34,
  • retail and commercial uses on ground level, as well as levels 1,2 and 32, including food and beverage tenancies, a gym, signage wall, wellness centre and co-working space, and
  • residential amenities on levels 2, 7 and 32, including a pool, dog run, lounge and private dining areas.

 

With the skyscraper set to sit 116 metres above ground level, the BTR block will offer a mix of apartment sizes, including:

  • 83 x studio apartments, including 24 x furnished apartments and 59 x unfurnished apartments,
  • 31 x 1-bedroom apartments,
  • 94 x 2-bedroom apartments, including 29 x apartments with a study and 65 x apartments without a study, and
  • 2 x 3-bedroom apartments.

With the project having a capital investment value of $113 million, it was submitted to the NSW Planning Department for assessment. With the City of Parramatta objecting to the proposal, it was then referred to the Independent Planning Commission to assess and determine. A three-member panel, chaired by architect Wendy Lewin, determined to grant consent to the project.

The commission imposed some conditions, including requiring the applicant to improve flood safety for future occupants and ensure that the building is owned and managed as BTR accommodation for the life of the development.

For the community, BTR offers the prospect of delivering a much-needed supply of resident-focussed housing direct to a growing rental market, sidestepping a more challenging development finance and presales market as far as off-the-plan residential projects are concerned.
