North Sydney Council takes action to save a row of Cremorne homes

Council has identified 12 properties in Parraween Street in Cremorne as new local heritage items. The properties are numbers 50 – 56, 70 – 72 and 80 – 88.

To achieve the proposed heritage listing, Council is proposing to downzone the sites from R4 High Density Residential to R3 Medium Density Resident and amend the corresponding height controls from 12 metres to 8.5 metres.

The sites are the subject of temporary protection via interim heritage orders, which expire in November 2023.

These orders are a temporary response to the ‘threat of harm’ for potential demolition of the subject sites under the Complying Development Code and the intent of lodging a State significant development application for seniors living, for which the owner has obtained the Secretary of the Department’s Environmental Assessment Requirements.

Pathway Residences – a seniors housing provider – was proposing 60 independent living units, comprising 2 x 4-storey buildings facing Parraween Street, a 6 – 8-storey building facing Gerard Street and a residential aged care facility at 50 – 88 Parraween Street and 59 – 67 Gerard Street in Cremorne.

As these properties are not identified as heritage items or within a conservation area, all of them could be lawfully demolished, subject to the expiry of the interim heritage order. Interim heritage orders can be made by the Minister for Heritage on the recommendation of the Heritage Council or by local councils.

Council’s planning proposal for heritage listing arose from the recommendation of a detailed heritage assessment undertaken by Lucas Stapleton Johnson & Partners. The assessment indicates that the sites meet the threshold for local heritage listing and retaining the existing R4 zone and 12 metre height control may result in a fundamental conflict and inappropriate interface with future listed heritage items.

In November 2022, Council was served with class 1 appeals relating to the subject sites and these proceedings are ongoing.

These properties are currently up for sale with CBRE.
