The need for the employment zones reform came from the NSW Productivity Commission’s 2021 White Paper Rebooting the Economy.
Business (B) and industrial (IN) zones have been replaced with five employment zones and three supporting zones. The supporting zones have been introduced in former B and IN zones that are not primarily productivity related.
The government’s rationale behind these changes is to maximise productivity while minimising land use conflicts. The employment zones are new zones with a strategic intent for each zone often different to that of the translated B or IN zone.
