In the next 10 years, Orchard Hills South will undergo major transformation from rural to urban land to complement the State government’s new Metro station on Kent Road, enabling better connectivity to Western Sydney Airport and the rest of Greater Sydney.
NSW Department of Planning and Environment has released a rezoning update on the precinct. It is proposing to adopt a ‘staged rezoning’ approach to minimise increase in land values prior to development being able to occur.
Staged rezoning means that certain neighbourhoods within the precinct will be rezoned before others, generally parallel with critical infrastructure delivery times.
Station locations for airport metro line
It is anticipated that the first neighbourhood to be rezoned is the one around the new Metro station. Based on the discussion paper for this precinct, it is likely to be land that falls within ‘Neighbourhood E’.
‘Neighbourhood E’ will likely be the civic and cultural hub of Orchard Hills, with the Metro station and transport interchange at its heart. The neighbourhood will provide retail, commercial, community and entertainment uses, as well as a mix of 3 – 4-storey walk-up apartment buildings and up to 15-storeys close to the Metro station entry.
The planning department is also working on releasing a precinct-wide structure plan that provides the long-term ‘zoning intent’ for all land in Orchard Hills. This will provide landowners and developers with clarity on intended future zoning without officially rezoning land, noting this can be subject to change.
