A transformative mixed-use development is being proposed at 23 Kiora Road and 2-6 Willock Avenue in Miranda, marking a significant step in the revitalisation of the town centre. This unique project, led by Formus in collaboration with The Salvation Army, aims to create a holistic community centre and integrated residential complex, offering critical support services and diverse housing options to meet the needs of the local community.
Spanning a well-positioned corner site of 2,447sqm, the project includes the redevelopment of the existing Salvation Army facilities into a new 1,500sqm community centre, which will offer vital support services, such as emergency assistance, rehabilitation, youth programs and job training.
The residential component of the development, totalling circa 12,000sqm of gross floor area, will introduce 162 residential units. These apartments will sit 16 storeys high after achieving a floor space ratio uplift to 5.5:1 and a height limit of 60 metres.

For over 55 years, The Salvation Army has been a cornerstone of the Miranda community, providing much-needed services to vulnerable and disadvantaged individuals. However, the aging facilities have become inadequate to meet the needs of the region. This new development offers the opportunity to construct a purpose-built, modern facility that will enhance The Salvation Army’s ability to connect with a broader range of community groups and provide more comprehensive support services.
The site is strategically located at the intersection of Kiora Road and Willock Avenue, adjacent to the Westfield Shopping Centre and key transport routes.
