Cook Cove Inlet Pty Ltd is proposing to amend Bayside Local Environmental Plan 2021 by introducing a new planning framework for land known as ‘Cooks Cove’.
Cooks Cove is located adjacent to the western foreshore of the Cooks River in the suburb of Arncliffe. The site forms part of the broader Bayside West Precincts 2036 Plan – Arncliffe, Banksia and Cooks Cove, and generally comprises the former footprint of the Kogarah Golf Club, now partly occupied by the temporary M6 Motorway Stage 1 construction compound and the recently completed M8 Motorway Operations Centre.

The surrounding open space precinct will include a highly activated waterfront, including the Fig Tree Grove outdoor dining and urban park precinct.
Cooks Cove Indicative Master Plan
The proponent strategically selected the SP4 Enterprise zone for the site in lieu of the previously zoned B7 Business Park zone. On 26 April 2023, as part of the Planning Department’s employment zones review, the B7 Business Park zone was removed from Bayside LEP.
SP4 Enterprise allows a bespoke series of land uses to be selected to ultimately resolve any inconsistency issues arising under the B7 Business Park and E3 zones, whilst still controlling development outcomes to retain the uniqueness of the site.
Overall, the intended objective of the proposal is to incorporate a refreshed suite of planning controls to facilitate the long-planned transformation of underutilised and strategically important land adjacent to one of Australia’s most important trade gateways – Sydney International Airport.
