Leppington town centre: Only great in theory?

On exhibition is a planning proposal to transform Leppington into a hybrid 10-minute mixed-use neighbourhood.

Prepared jointly by Camden and Liverpool councils, the ambitious plans seek to deliver over 11,000 new homes over the course of the next 20 years. All new homes are planned to be built within a 10km walk from the future town centre and will feature a mixture of uses.

In particular, the zoning and land use changes proposed are:

  • deletion of the redundant B7 Business Park zone in the eastern part of the centre and rezoning this catchment to mixed use and medium-to-high density residential,
  • rezoning of the extensive B3 Commercial Core zone in the middle and south of the centre to mixed-use and high density residential, as well as shifting the commercial core area to a smaller area northeast of the core in the core of the current B7 Business Park area,
  • rezoning of the B5 Business Development zone in the northern part of the centre to mixed-use and high density residential,
  • introduction of the mixed-use zone to the Liverpool LGA part of Leppington’s town centre – for the northern side of Bringelly Road and making permitted uses consistent across the mixed-use zone,
  • expansion of the range of activities permitted in the mixed-use and business development zones to include creative industries,
  • introduction of a R4 high density residential zoning that prohibits low density forms of housing to prevent fragmentation and ensures intensity of activity, housing density and infrastructure feasibility are not compromised in the inner areas of the centre,
  • allowing complementary and convenience activities within the R4 inner areas, including neighbourhood shops and cafes, childcare centres and schools, community and cultural facilities, emergency services facilities and indoor recreation facilities,
  • expanding of the RE1 public recreation zone for larger open spaces, additional local parks and playing fields, and
  • introduction of three levels of minimum commercial and active uses floor space ratio provision for mixed-use development.

In summary, the new planning framework will include 150,000 square metres of retail, cultural and entertainment space, as well as more than 230,000 square metres of commercial, health and education space. A regional 5 hectare indoor recreation and aquatic facility has also been proposed.

To respond to the influx of young families, School Infrastructure NSW is planning a new school adjacent to Leppington Primary School, a new primary school north of Bringelly Road, a selective high school and expansion of Leppington Primary School. Additional social infrastructure include an integrated health hub to the north of the station and a police station.

The Camden Council portion of Leppington town centre contains 181 parcels of land owned by 123 landowners and government agencies. 53 hectares of the precinct is government-owned land and the largest private landholding is 28 hectares. On the other hand, the Liverpool Council portion of Leppington town centre contains 193 parcels of land owned by 169 landowners or government agencies. State government agencies hold 2.62 hectares of land and the largest private landholding is 8.5 hectares.
