After being officially rezoned in August 2024, Frasers will push forward with its master industrial redevelopment of circa 60,000 sqm in Horsley Park.
Frasers amalgamated 38 x lots in private ownership, rezoning the site from RU2 Rural Landscape (which does not permit industrial development) to E4 General Industrial. The land to which the rezoning relates includes:

Frasers will now prepare a State significant DA to redevelop the site into a state-of-the-art industrial complex across two stages. Stage 1 will have a total floor area of 204,000 sqm and is to be developed by 2028, while Stage 2 will deliver 111,000 sqm by 2036. The total investment to redevelop the site is estimated at $550 million.
The planning department notes that Fairfield’s population is expected to grow by 18% by 2041, which, with an aging population, translates to a substantial rise in its working population of about 9,200 people or 13%. Fairfield has a significant industrial workforce, which represents 41% of its workforce. The estimated jobs the project will deliver is about 2,100.
Fairfield LGA has a large shortfall of industrial land, as there is only 107 hectares of undeveloped industrial land remaining, of which a large proportion is not suitable for redevelopment due to a lack of infrastructure servicing.
For Fairfield Council, Frasers’ site, once developed, will net an additional $1.36 million per annum in rate revenues.
