A major new development is set to transform 137 – 141 Newton Road in Blacktown with the approval of Jewel Village – a mixed-use project blending retail and residential spaces. Estimated to cost over $29 million, the development will be divided into two key sections – ‘The Lane’ and ‘The Residence’ – each catering to different needs of the local community.
‘The Lane’ will serve as the commercial heart of Jewel Village, offering a variety of essential services and retail experiences. Plans include the construction of a new supermarket, medical centre, pharmacy and a bottle shop. Additionally, 10 more retail spaces will cater to alfresco dining, shopping and other amenities.
The vision behind ‘The Lane’ is to create a vibrant, easily accessible shopping destination that meets the everyday needs of the Blacktown community. The integration of alfresco dining areas will also add to the local atmosphere, encouraging social interaction and leisure.

Adjacent to ‘The Lane’ will be ‘The Residence’, which will provide modern living options with a mix of 64 apartments across 2 – 4 floors. These apartments will cater to diverse living needs with a breakdown of 20 x one-bedroom units, 36 x two-bedroom units and 8 x three-bedroom units. The development aims to offer a comfortable, urban living experience within close proximity to essential services, making it an attractive options for families, professionals and retirees alike.
Jewel Village’s name pays homage to Blacktown’s retail past. The site was once home to the Jewel Food Barn – a revolutionary project that introduced a market-style food sale system when it opened in 1990. The company behind the food barn also acquired another notable local retailer, Rainbow Supermarket, in Doonside shortly after. Despite its early success, Jewel Stores was sold to independent retailers in 1995 and by 1998, the brand had disappeared and was replaced by IGA.
The DA was approved by the NSW Land and Environment Court in August.
