Ivanhoe Estate: Prime example of how to integrate affordable, social and market housing

Land and Housing Corporation, Frasers and Mission Australia have teamed up on an Australian-first project with an estimated end value of $2.2 billion.

In 2015, LAHC launched the Communities Plus program – a development program to deliver 23,000 new and replacement social housing dwellings through the redevelopment of existing land, of which Ivanhoe Estate is a key site.

2015 also saw the Minister for Planning rezone Ivanhoe Estate accordingly as part of the Macquarie University (Herring Road) Priority Precinct to transform the area into a vibrant centre in close proximity to jobs, public transport, retail and education facilities.

Ivanhoe Estate is an 8.2-hectare parcel of B4-zoned land located on the south-eastern corner of the intersections of Epping Road and Herring Road, which is expected to accommodate 3300 residential dwellings.

The new community is set to redefine the way in which affordable, social and market housing can be integrated together to create sustainable and diverse neighbourhoods.

Context

Historically, the estate contained 259 social housing dwellings, comprising a mix of townhouse and low scale residential apartment buildings – all of which are now demolished.

In April 2020, the Minister for Planning approved the Ivanhoe Estate Concept and Stage 1 applications.

The concept approval included:

·        3300 residential dwellings, including 950 social and 128 affordable housing dwellings, 273 seniors housing units and 1949 market dwellings,

·        a 120-bed residential aged care facility,

·        a primary school (430 students),

·        community centre,

·        960sqm of retail tenancies intended for convenience retail and cafes,

·        office premises to accommodate Mission Australia, and

·        two childcare centres for 75 places each.

The approval for Stage 1 included:

·        construction of Buildings A1 – 25-storeys and 269 apartments) and C1 (14-20-storeys and 471 apartments, including 259 social housing apartments),

·        a 75-place childcare centre, and

·        removal of 343 trees.

Relatively recently, approval for Stage 2 was issued and includes construction of:

·        Building C2 – part 2 and part 3-storey community facilities with a ground floor gym and swimming pool),

·        Building C3 – 17-storeys and 162 apartments,

·        Building C4.1 – 24-storeys and 488 apartments, and

·        Building C4.2 – 17-storeys and 216 social housing dwellings.

Mission Australia will manage the Ivanhoe Estate social housing portfolio and will have dedicated onsite office space.

Extensive community consultation has taken place with the masterplan having evolved to incorporate 6000sqm of open space, the retention of 94% of the existing ecological community along Epping Road and protection of Shrimptons Creek.

The project will include new road intersections, local infrastructure upgrades and parking provisions, while a new bridge will connect residents with Macquarie Business Park.

LAHC is a public trading enterprise that is responsible for the management of the NSW Government’s social housing portfolio, which comprises some 130,000 properties.

Macquarie Park is Sydney’s fourth largest commercial and retail district located 17km northwest of Sydney’s CBD. Macquarie Park is home to Macquarie University, Canon, Fujitsu, Microsoft, Aristocrat, Novartis and Johnson and Johnson.
