Holsworthy vacant commercial site to transform into a thriving mixed-use centre

After a long-chequered history in the NSW planning system, land at 2 Macarthur Drive in Holsworthy has officially been rezoned to increase the site’s density.

In particular, the recently gazetted amendment to Liverpool’s LEP has seen the site’s FSR increase from 1.5:1 to 2.15:1, the building height from 21 metres to 45 metres and the maximum non-residential gross floor area to 9000 square metres.

With the master plan prepared by Architectus, the intended outcome of the rezoning is to facilitate a mixed-use retail and residential development with towers varying from 6 – 12 levels, accommodating circa 350 apartments. The internal component of the ground floor retail may include provision for a large and small supermarket with multiple speciality tenancies.

Gateway determination was initially issued in July 2020 but a year later, the State’s planning department wrote to the proponent advising that gateway was removed due to delays in finalising the assessment of local infrastructure provisions. These provisions related to the proposed intersection treatment for the Macarthur Drive, The Boulevarde and Morningside Parade intersection.

Subject site and its context

Situated on 18,600 square metres, the site is one of four zoned centres within Liverpool LGA which are walkable to a railway station. These four centres are Liverpool, Edmondson Park Town Centre, an undeveloped site in Warwick Farm and this site in Holsworthy.

Holsworthy lacks a central civic space and this development will encourage and support the use of existing transport infrastructure. Surrounding Mirvac’s master planned residential community – Mornington Estate – the proposal will create a highly liveable place where daily shopping, social and recreational amenities are consolidated to meet the changing needs of the precinct. A 1000 square metre town square embellished with high quality landscape features will also feature on the site.

The site is partially excavated to the level of the basement of the previously approved (less dense) mixed-use development on the site. Holsworthy Army Barracks and military reserve is located directly to the south of the site, which is a major defence facility within Sydney, having undergone significant upgrade and expansion over the years.

Strategically, Holsworthy provides the opportunity to link two existing urban renewal corridors, being the Glenfield to Macarthur corridor and east of East Hills corridor. Other comparison railway corridors are planning for FSRs of 4:1 and 5:1, which will likely result in 25 x storey buildings.
