Healthcare Development: Concept approval awarded for Alexandria’s healthcare centre

A concept proposal for a staged development of a mental health hospital and medical centre at 28 – 32 Bourke Road in Alexandria has received the tick of approval from the Department of Planning and Environment.

With a capital investment value in excess of $84 million, the concept proposal comprises:

  • a building envelope including basement level, with a maximum height of 45 metres,
  • a maximum gross floor area of 11,442sqm,
  • use of the site for a mental health hospital, medical centre and pharmacy, and
  • a public benefit offer, including a voluntary planning agreement offer that includes public benefit works and dedicated of land to Council for laneways and a footpath, as well as payment of development contributions.

 

A mapped FSR of 3.85:1 applies to the site, comprising a base FSR of 2:1, community infrastructure bonus FSR of 1.5:1 and a 10% design excellence bonus FSR of 0.35:1 (subject to a design excellence competition).

Strategic context

Covering an area of 2972sqm, the site is located 3.7km south of the Sydney CBD within the western part of the Green Square Urban Renewal Area. A single-storey warehouse currently occupies the site.

Green Square covers 278 hectares of land and contains a mix of industrial, commercial and residential land. Suburbs within the area include Zetland and Beaconsfield, as well as parts of Alexandria, Rosebery and Waterloo.

The aim of the Green Square Urban Renewal Area is to transform Green Square into an attractive, vibrant and sustainable neighbourhood, establish a town centre and ancillary community infrastructure, shift uses from light industrial to commercial. By 2030, this area is expected to accommodate over 60,000 people and 22,000 workers.

Project need  

Mental health disease is one of the fastest growing segments across Australian’s health industry.

The inner city and eastern suburbs of Sydney comprise a large and diverse catchment with very high rates of private health insurance penetration and significant numbers of psychiatrists. However, there is only one dedicated psychiatric hospital i.e. Healthscope’s Sydney Clinic with 44 beds and 20 adolescent beds at St Vincent’s in Darlinghurst.

This means over 70% of patients, estimated to be over 3000 patients annually seeking in-hospital mental health treatment need to go outside of the catchment for inpatient admission.

This concept proposal will provide unique services targeted at privately insured patients aged over 18 years with mood disorders, anxiety disorders and those with comorbid drug and alcohol disorders.
