Benedict Industries received the tick of approval from the NSW planning department to deliver a new supermarket in Moorebank East.
Located at 146 Newbridge Road, the site has historically served as a recycling facility on 17,220 sqm within the Georges Cove development precinct. This emerging mixed-use area, part of the broader Moorebank East initiative, is designed to include residential developments, a marina and expansive open spaces.
The recent changes to employment land uses change the site’s zoning from B6 Enterprise Corridor to E3 Productivity Support. This zone permits supermarkets but clause 7.23(2) of Liverpool LEP limits the gross floor area of retail premises to 1,600 sqm.
Benedict Industries subsequently lodged a rezoning proposal seeking an additional site-specific provision to allow a supermarket with a maximum gross floor area of 4,000 sqm. The department signed off on this on 1 August 2024.

The 1,600 sqm cap for retail premises has been in place for a number of years with the aim of restricting out the centre of development.
Location IQ prepared an economics report and concluded that there is no major full-line supermarket (i.e. over 3,200 sqm) within the main trade area. The nearest supermarket is more than 5km away at Westfield Liverpool.
Major supermarket chains target a population of 8,000 to 10,000 persons to serve one full-line supermarket. With the main trade area population at more than 24,500 persons, the area can support almost three full-line supermarkets and potentially up to four in 2041 based on a projected population of almost 32,000.
