Gateway approval issued for Fabcot’s Waterloo project

Fabcot – Woolworths’ development arm – has received gateway approval from the NSW Department of Planning and Environment for its mixed-use development at 923 – 935 Bourke Street in Waterloo.

The scheme includes a 3200 square metre supermarket with the subterranean level, a commercial development on the northwest corner, speciality fine grain retail and commercial uses at the ground level and residential apartments above.

Fabcot’s planning proposal seeks to facilitate development of a full-line retail supermarket by increasing the height control on part of the site fronting: 

  • Bourke Street to 22 metres, and 
  • Young Street to 27 metres.

 

Fabcot has also sought to allow consent to be granted to development for shops with a gross floor area not greater than 3200 square metres. This amendment has been sought because clause 7.23 of the Sydney Local Environmental Plan places restrictions on ‘shops’ and ‘markets’ in excess of 1000 square metres outside Green Square Town Centre and other planned centres.

The proposed total gross floor area of the development is 17,575 square metres, comprising:

  • 3200 square metre full-line supermarket, 
  • 1670 square metres of speciality retailing, 
  • 2025 square metres of commercial offices, and 
  • 10,680 square metres of residential, equating to 121 apartments. 

              Green Square Urban Renewal Area and regional Context

In addition, Fabcot has offered to enter into a voluntary planning agreement with Council with the following indicative terms:

  • Affordable housing: Affordable housing contributions on-site consistent with the provisions of Council’s Affordable Housing Program, equating to 742 square metres in gross floor area (i.e. 10 – 12 apartments) and dedication to a registered community housing provider.
  • Electric vehicle charging facilities: Infrastructure provision for ‘EV ready’ car parking, including the upfront provision of 25% of retail spaces with level 2 charging and 2 spaces with level 3 or 4 charging provisions.
  • Sustainability targets and measures: Consistent with Council’s Net Zero Energy 2026 provisions and on-site rainwater capture and waste recovery measures in the future operation of the development.

Located within the Green Square urban renewal area, the new Waterloo Metro Station is 1.2km northwest of the site and is scheduled for completion in 2024.

The site is irregular in shape with a total area of 6534 square metres. It is bounded by McEvoy Street to the north, Bourke Street to the east, Young Street to the west and adjoining properties to the south.

The site will support the retail and service needs for the surrounding area and serve as a focal point at the intersection of Bourke Street and McEvoy Street, with active street frontages and improve pedestrian movement with through site links connecting Bourke Street to Young Street.
