Crows Nest site wedged between heritage-listed terraces wins approval for significant planning uplift

In the final stages of planning is Galifrey Property’s proposal to amend the North Sydney LEP to make way for an 18 x storey mixed-use development on land at 360 Pacific Highway.

Zoned MU1 mixed-use, the 1406 square metre site is currently constrained by a maximum building height of 10 metres, a minimum non-residential FSR of 0.5:1 and adjoins 6 x heritage-listed terrace buildings, known as Higgins Buildings at 366 – 379 Pacific Highway.

Galifrey Property has sought to increase the building height to RL 163.8, establish a maximum FSR of 5.5:1 (inclusive of non-residential FSR) and amend the minimum non-residential FSR control to 2:1.

This new framework, which the State’s planning department has signed off on but not gazetted, will unlock the potential of the site to deliver a high-quality mixed-use development within proximity to the future Crows Nest Metro Station, which is envisioned for increased density under the St Leonards & Crows Nest Plan 2036.

The indicative concept design includes a 3 x storey podium with a 2 x storey primary façade element and a recessive third level. The podium will be setback 0 metres to Pacific Highway and respects the adjacent heritage shopfronts in relation to scale, rhythm and materiality, whilst accommodating a variety of retail and commercial tenants to invigorate the precinct and provide activation along Pacific Highway. 620 square metres of retail floor space will be delivered, along with nearly 2200 square metres of commercial space.

The podium will be capped by an extensive landscaped garden providing active and passive green commercial spaces. Over the commercial podium will be a tall slender residential tower form of 18 x storeys, creating two clearly distinguishable building languages that express their internal land uses.

In November 2015, the NSW government committed to a new metro railway line at Crows Nest, which is under construction and set to open in 2024. This triggered a government-led investigation into the land use opportunities in the St Leonards and Crows Nest areas.

The opening of the Crows Nest Metro will be a catalyst for change, creating a new arrival and departure point and ultimately changing the way people move around the area. It presents a rare opportunity for renewal and activation in the area.

Under the St Leonards and Crows Nest 2036 Plan, the precinct has capacity for up to 6683 new dwellings and 1950 – 3020 jobs.
