Chatswood’s last remaining R3 zoned parcels on Nelson Street officially rezoned to mixed-use

A long-standing planning proposal relating to land at 15 – 19 Nelson Street and 10 Gordon Avenue in Chatswood has officially been made.

The 2542 square metre strata sites are located between the Pacific Highway and 700 metres from Chatswood Station.

Historically, the site has been burdened by a 0.9:1 FSR and 12 metre height limit. Under the Chatswood CBD Planning and Urban Design Strategy, land on the eastern side of the Pacific Highway, extending from Chatswood CBD, south to Mowbray Road, including the subject site, is identified for increased density in the form of a 6:1 FSR and 90 metre height limit, subject to the provision of public benefits for any floor space above 0.9:1 FSR.

Soon to accommodate a 27-storey mixed-use tower

The public benefits negotiated via a voluntary planning agreement include provision of affordable housing equivalent to 4% of ‘private’ residential floor space, upgrade to the public domain, provision of public art and additional developer contributions.

As a result of the rezoning, a development application can now be lodged on the site for a 27-storey mixed-use building, comprising a 25-storey residential tower located above a 2-3 level podium. The first 3 levels will contain 2643 square metres of commercial and retail floor space. The 25-storey residential tower above will include a total floor space of 12,710 square metres, including 485 square metres of affordable housing floor space.

Chatswood’s office market is the sixth largest in Australia and accommodates over 15,000 jobs (well over half of Chatswood’s total employment figure of 24,700). However, with residential development being the highest and best use, Chatswood’s office market is at risk. It has a baseline target of 6,300 additional jobs by 2036, but it seems unlikely Chatswood will achieve this due to unfavourable planning controls.
