Cavell Avenue: Rhodes Continues to Rise High

Billbergia is preparing a State significant development application for its amalgamated site at 6 – 8 Cavell Avenue and 65 – 75 Blaxland Road in Rhodes. The project comprises a collection of low-density residential homes and an existing childcare centre, which is to be retained.

Rhodes Place Strategy was finalised in September 2021 by the NSW planning department in conjunction with the rezoning of this site. The strategy plans for 4,200 new homes, commercial space for an additional 1,100 jobs and 23,000 sqm of public open space. Billbergia’s prime site forms part of the ‘Cavell Avenue Character Area’.

With the total land area being 7,557 sqm of land, Billbergia is proposing 18,371 sqm of floor area, which includes the LEP and Housing SEPP bonuses. This will include 15,169 sqm of market housing and 2,761 sqm of affordable housing. This will yield about 150 – 170 apartments across 2 x 12-13 storey buildings and a row of 5 x terrace homes.

With the childcare at 71 Blaxland Road being built in 2015, it will be retained because it is a modern facility and including this in the project will create a fully integrated mixed-use development. Attempts have been made by the proponent to secure 10 Cavell Avenue.

Billbergia owns several sites across Rhodes that are strategically positioned proximate to transport corridors and services and have ease of access to employment centres and recreational facilities. These include:

  • Concord Road / Homebush Bay Drive,
  • Bennelong Bridge providing pedestrian, cycle and bus connectivity to Wentworth Point,
  • the rail bridge across Parramatta River, which has parallel pedestrian and cycle connection that connects the Rhodes Peninsula with Meadowbank,
  • pedestrian bridges providing east-west connectivity across the rail line, and
  • potential new Ferry stop as part of Rhodes Planned Precinct redevelopment.
