A landmark development in Castle Hill is moving its way through the planning system. With plans for 617 apartments and 8,025 sqm of commercial space at 93 – 107 Cecil Avenue and 9 – 10 Rogers Avenue, this project promises to deliver vibrant residential and commercial opportunities within the Castle Hill Strategic Centre.
In a critical response to the region’s housing affordability challenge, 15% of the development’s gross floor area – equivalent to 165 apartments – will be dedicated to affordable housing. These units will be managed by a registered community housing provider. The inclusion aligns with incentives under the Housing SEPP, which allows a 30% increase in floor space when 15% is allocated to affordable housing.
The 17,623 sqm site will deliver significant employment opportunities south of Castle Hill’s commercial core. This catchment has been identified as a mixed-use precinct and is only 650 metres walking distance to Castle Hill Metro.

The consolidated site has had a history in the planning system. The site was subject to a planning proposal which was gazetted in July 2020 to facilitate a mixed-use, multi-storey development comprising 460 dwellings and at least 8,000 of commercial space.

The developer has also agreed to grant a public right of way for the benefit of Council over the land connecting Cecil Avenue to Roger Avenue and a public plaza to Cecil Avenue. This will assist in activating the site.
