The reclassification of Campbelltown’s animal care facility land is a leap forward for the community.
In July 2023, a transformative proposal was set forth to reclassify land at the Campbelltown animal care facility located at 2 Rose Street. The purpose of the reclassification is to realign the irregular boundary of the property to the north adjoining Kanbyugal Reserve. The innovative project aims to convert land from community to operational use, marking a significant shift in the facility’s capacity to serve the community more effectively.
By reclassifying the land via a rezoning proposal, the project paves the way for an expanded and more efficient animal care facility, contributing to the liveability of Campbelltown. This move not only addresses the increasing demands for animal care services but also harmonises with regional objectives of creating a metropolis of well-connected, sustainable cities.
With the land being owned by Campbelltown Council, the development spans across 16,500 square metres, with the intent to realign and simplify the current land boundaries. New planning controls adopted in March 2024 provide for a 19-metre building height and a minimum lot size of 4000 square metres for the portion of land to be reclassified from RE1 Public Recreation to E4 General Industrial. This harmonisation of land use ensures consistency with the adjacent zones.

The need for the planning proposal to reclassify the land from community to operational stems from an ongoing effort to simplify mapping anomalies and fragmented planning controls identified during a review of LEPs. This fresh amendment resolves this issue to ensure the facility’s effective operation and future expansion capabilities.
Campbelltown’s animal care facility has been an essential service in Greater Sydney, addressing the needs of surrendered and impounded animals while promoting responsible pet ownership. It is also instrumental in promoting the de-sexing, microchipping and registration of animals. The facility has become increasingly important as a number of other facilities housing animals in Greater Sydney have closed.
