Burnett Street Merrylands neighbourhood centre upzoning

A planning proposal to upzone a grossly underperforming set of neighbourhood shops on Burnett Street in Merrylands has been awarded gateway determination by the State’s planning department.

Following preparation and exhibition of the Cumberland LEP 2021, submissions were made by local stakeholders with site-specific proposals for predominately E1 zoned land along Burnett Street. Council endorsed the proposals to be included in the Cumberland LEP.

The council-led proposal applies to the following sites:

  • 381 – 391, 398, 400 – 407 and 408 – 426 Merrylands Road,
  • 4 and 6 Burnett Street,
  • 1E and 2 Fowler Road,
  • 1A Kiev Street, and
  • 2 Ruth Street.


6 Burnett St, 2 Ruth St and 2 Fowler Road are zoned R2 but given these sites are located adjacent to frequent bus corridors, these sites will deliver a built form outcome that is successful in steadily revitalising the area over time.

Burnett Street’s local shops cluster offers a number of convenience, retail and serviced-based shops. Surrounding the shops are 1 and 2 x storey residential dwellings in the R2 and R3 zones. North of the site is Merrylands Park, tennis courts, and a swimming centre.

Burnett Street neighbourhood centre has been performing poorly for years. This is primarily because a lot of these shops have very limited on-site parking. Merrylands and Fowler Roads are busy roads with little to no availability for parking.

This rezoning will also provide Council with an opportunity to meet the identified dwelling gap of 4300 dwellings between current planning controls and dwelling projections in the Cumberland Local Strategic Planning Statement. The new controls will permit up to 260 additional dwellings on top of the current dwelling potential of existing controls.
