Cambridge Unit Development’s site at 143 Stoney Creek Road is one step closer to being redeveloped into a higher and better use after Tom Kearney, as delegate for the Minister for Planning, signs off on a much-needed rezoning proposal.
Sitting on over 2,400 sqm of prime land with main road exposure, historically the site was predominately zoned SP2 Infrastructure (Public Administration), as well as part R2 Low Density Residential. It was used for over 40 years as a Roads and Traffic Authority administration centre and contains a 480 sqm building. The remainder of the site is occupied by a hardstand carpark for circa 40 cars.
The current owner purchased the site from the NSW Government in mid-2018. Due to the restriction on the permissible uses in the SP2 zone, the site has been vacant since it was sold. The building has been vandalised and broken into on multiple occasions since the RTA departed.

In 2021, the landowner received consent for a circa 3,400 sqm three-storey medical centre and is currently progressing a leasing campaign for the building. Significant enquiry has come from office-based occupants.
With the RTA use being redundant and the R2 portion of the site not appropriate given the site is flood affected, the landowner successfully lodged a planning proposal to upzone the site to R4 High Density Residential. Additionally, a new mapped FSR control of 1.4:1 has been adopted on the site to allow the landowner to have a mix of apartments with the medical building.
Beverly Hills town centre strip is a well-known entertainment precinct with a high proportion of restaurants and cafes, as well as a cinema. However, the town centre requires urgent revitalisation through urban renewal. Council has spent years developing a master plan for the area that will guide development, but this is yet to be formally adopted.
