Bayside: Homes NSW Rezoning Paves the Way for Expanded Social Housing

Homes NSW rezoning proposal for a 4,878 sqm site at 776, 792 – 794 Botany Road and 33 – 37 Henry Kendall Crescent in Mascot was gazetted in September 2024. Homes NSW will transform the key site and deliver much-needed social housing.

One of the major amendments proposed under the rezoning was changing the zoning from E1 Local Centre to R4 High Density Residential. This shift will permit a residential-only development, maximising the opportunity to deliver high-quality housing outcomes in an out-of-centre area where such components are neither feasible nor desirable.

The rezoning also includes a modification of the building heights across the site. Rather than a uniform 14 metre height control, the new height distribution would include 11, 14 and 28 metres in different areas.

Upon completion, the development will comprise three residential apartment buildings, ranging from 3 – 8-storeys:

  • 3-storey building along Hendry Kendall Crescent, aligning with the low-rise character of the western boundary.
  • 8-storey building along Coward Street, marking the corner with Botany Road and transitioning down to four storeys along Hendry Kendall Crescent.
  • 6-storey building fronting Botany Road with a four-storey wall that responds to the heritage context and neighbouring built form, stepping down towards the adjacent low-rise homes.
