Another blow for developer margins as Blacktown Council looks to increase contributions in Schofields Precinct

Blacktown Council submitted its Schofields Precinct Contributions Plan to the Independent Pricing and Regulatory Tribunal for assessment in November 2022.

Council is proposing to significantly increase levy contributions by 20% – 28% on average, which means some developers will need to pay $131k per lot/dwelling in local contributions to develop a 300 square metre lot with an end value of say, $700k – $720k. 

Schofields Precinct is a 465-hectare area, which is bounded by the Richmond railway line to the east, Quakers Hill Parkway to the south and Eastern Creek on the west and north sites. The area currently comprises urban and non-urban areas, farming lands, the former Schofields Aerodrome site and Nirimba Education Precinct.

Initially, Schofields was projected to develop around 2800 dwellings to support about 8200 residents. Planning proposals have increased the project development to around 3700 dwellings for almost 10,500 residents.

The contributions plan for Schofields includes total development contributions of almost $323 million, which cover the land, works and plan administration items associated with development of the precinct. This includes:

  • $73.7 million for stormwater works,
  • $22.7 million for transport works,
  • $48.5 million open space embellishment, and
  • $175.5 million for land costs to acquire 76 hectares of land.
