Affordable Rental Housing Contributions, Penrith LGA

Urban release areas of Glenmore Park Stage 3 and Orchard Hills North are subject to a council-led planning proposal seeking to introduce a new local provision to collect affordable rental housing development contributions.

Currently, Penrith City Council seeks the provision of 3% affordable rental housing for all its urban release areas.

The only mechanism available to ensure delivery of affordable rental housing is by negotiating this through a voluntary planning agreement, which can be challenging when urban release areas have fragmented land ownership.

It’s proposed that in Glenmore Park Stage 3, the contribution rate be $152k – $304k per ha of net developable area and $76k – $152k in Orchard Hills North.

Once these proposed LEP amendments are made, conditions of consent will be included in future development consents to collect contributions within these nominated areas.

It’s likely these proposed amendments will extend to future release areas.
