Accelerated development precincts: What, when & where?

NSW Government has identified 8 priority high growth areas near transport hubs in Greater Sydney for accelerated rezoning.

Dubbed as the ‘Transport Oriented Development Program’, part 1 of the program will focus on 8 accelerated precincts to create infrastructure and capacity for 47,800 new homes over 15 years. Land within 1200 metres of the following areas will be rezoned for new and affordable homes:

1. Bankstown

2. Bays West

3. Bella Vista

4. Crows Nest

5. Homebush

6. Hornsby

7. Kellyville

8. Macquarie Park

The 8 precincts will be rezoned between September – November 2024 with consultation to begin in the second quarter of the year.

Transport Oriented Development Precincts

Part 2 of the program will focus on precincts that have existing infrastructure and are located within 400 metres of 31 stations to create capacity for 138,000 new homes over 15 years. New planning controls will be delivered via a new State Environmental Planning Policy in relation to the following locations:

Adamstown, Ashfield, Bankia, Berla, Booragul, Canterbury Metro, Corrimal, Croydon, Dapto, Dulwich Hill, Gordon, Gosford, Hamilton, Killara, Kogarah, Kotara, Lidcombe, Lindfield, Marrickville, Morisset, Newcastle Interchange, North Strathfield Metro, North Wollongong, Rockdale, Roseville, St Marys, Teralba, Tuggerah, Turrella, Wiley Park Metro and Wyong.

A new State Significant Development pathway will be introduced and triggered by a capital investment value threshold of $60 million for residential development in program 1. The pathway will remain until November 2027 to encourage early lodgement of DAs and approvals will be time-limited for 2 years to support construction to occur more quickly. DAs less than $60 million will be assessed by the relevant council.

A new design criteria will be introduced for mid-rise apartment buildings as part of program 2. It is unknown as this stage how this will impact the current apartment design guide.
